Do I need a special pegboard for this pattern?

A standard square pegboard will work fine, but make sure it fits the height since the skeleton's arms are raised high.

How can I prevent the raised arms from snapping off?

Give the arm areas and the joints where they meet the head a slightly longer, even press with the iron to fuse those blocks securely.
